The main difference is that right from the start, everyone knew the situation was close to a nightmare with ethnies fighting for long and no paradise of democracy foretold... Just keep things in order. Not teach the dangerous terrorists or anybody for that matter a lesson.
Hey that article has actually some good points.
I would say,
first I was rather mixed on the kosovo case. Because of lack of UN support plus what looked like false accusations, and indeed it seems that many of the accusations against slobodan milosevic in the kosovar case were false ...
Anyway, the main difference was that in the kosovo case, only one country opposed the intervention : Russia, because of its links to serbs, and that opposition was rather formal, it would not approve, but it did not seek to build a coalition against that invasion.
In 2003, the majority of the UN council was against.
You can check the strength of opposition in the numbers of protesters in the streets and so on.
Then you add the fact that there were indication that a massacre was going on in Kosovo, while in the mean time there were indication that the US Case about WMD was false, and there was no urge to move, the democratic case then came a little late to look real and it had no foundation (bush had no plan at the time as to how to build that democracy ... They're still working on the subject now)
If you look also at the way in kosovo lots of countries have troops and there are far more troops per inhabitant than in Irak, though the situation is rather less explosive.
Also noone could link that war to a religious war ... That's the way the gulf war 2 sounded at times.
