When people break the law, blatantly and intentionally they should be punished. You can argue that enforcement of any law is a "losing proposition" since there will always be people willing to break the law. But when you live under a rule of law, the moment you allow people to openly break the law because the people like it, you have ceased live under a rule of law and have begun to live under mob rule. The negative implications are endless.
I agree we need reform, but ceasing enforcement at any level will not do it. What need is a new tax system.

I could see "forgetting" about people who make actual mistakes on their taxes. That happens but it should be corrected. As for people who do this on purpose....yeah, they need to face some sort of punishment. It's sometimes so easy and tempting to say, "Hey, things are so messed up so let's forget yesterday and start today clean." but it just sends the message that these crimes will go unpunished. I will echo the sentiment that we need a new tax system. If we put the right one in place, we may not even need the IRS. (oh, happy day!)

I would wager that the majority of back taxes are owed by rich people, in the same proportions if not greater than the percatange of income they hold.

The majority of the lower class doesn't pay taxes so they're out of the equation.

BTW, you don't hold an income. You hold assets. You earn an income.
