the YF-23 did beat the YF-22 however, the YF-22 was half the cost which in this day and age is a big issue.

DoD only pinches pennys when it comes to the Marines. The Navy and AF get all the free cash they want. :-)
They do. When the DoD submits it's requests to congress, it (by law) submits a report stating what they want and believe will be defend this country in terms of manpower and equipment, and also what the bare minimum's are. Congress then budgets the DoD what it thinks the DoD needs.
If they lie about it, then ultimately when they are found out, the officers involved would be court-martialed on about 10 different counts, then tried for conspiracy, perjury and contempt of congress by a federal court.
