You're explanation is a good one DF, I just wish he had presented it better. There is actually an article awhile back in the Marine Corps Times about it. That increase was a temporary one to help out with the long deployments especially for reservists, so to call it a cut is somewhat misleading when the increase was very plainly made out to be a temporary one. So he's right...but he was also wrong.
