uhhh.....yeah. I'm gonna have to go with the people of Maryland on this one and call it a hyote too (a combination of a hyena and a coyote). Either that or a "dony" (a cross between a dog and a miniature pony) In any case, it appears to be the offspring from a romance between to different animal species that just didn't have a good outcome.

it looks like a hyena. theres nothing shocking or weird about it, its clearly present something is wrong with its coat and it has no fur. probably just a mutt dog.
